Synopsis: Changing type in system using qualified anchored types causes bogus VEEN error

Description
After initial compilation of a system using qualified anchored types,
changing a type and recompiling causes the compiler to report a
nonexistent VEEN error.  The final classes compile fine from scratch.

Added eweasel test incr362 for this bug.
To Reproduce
Run eweasel test incr362.
